Temporary work agencies are active in Italy from 1998. Till that moment,
acting as go-between in employing workers was not permitted by the statal
law.
In 1998, in our country, there were 5 authorized teporary work agencies
only. In October 2001 they rose to 67, but 5 among them were controlling
2/3 of this market.
During the same period, the working days distributed by the temporay
work agencies resulted 1.600.000 per month. It means that temporary
workers were carrying on the work normally supplied by 65.000 full-time
workers. Their daily pay was lower than 120.000 lire (60 euro). The
pro-capite working days were 17 per month.
No significant struggles were carried on by workers employed by the
temporary work agencies. As a matter of fact they are blackmailed. Nevertheless
the national general strike organized on the 15th of February by the
leftist unions (CUB, Conf. Cobas, SLAI Cobas, Sin Cobas, Unicobas, USI-AIT
and LAB), and the subsequent mobilization that is still growing, represents
also a struggle against the flexibility in the labour market.
In fact, in Italy there are 6 categories of workers:
1) "Indeterminated-time" workers, guaranteed by the "Statute
of Workers"
2) "Indeterminated-time" workers, not guaranteed by the "Statute
of Workers"
3) "Determinated- time" workers.
4) Workers "in cooridinated and continual collaboration"
5) Workers defined "occasional collaborators"
6) Workers employed by the temporary work agencies.
Among the goals of the recent struggle there is the request to increase
the number of workers belonging to the first category and to decrease
the other ones.
